Position Title: Senior Officer – Finance and Accounts
Department/Function: Finance and Administration
Reports To: Manager – Finance and Accounts
Job Group: Senior Officer
Location: Head Office – Dar es Salaam
The Senior Officer – Finance and Accounts is responsible for ensuring smooth financial operations and maintaining accurate financial records of the Trust. The role involves financial reporting, budgeting, cash flow management, tax accounting, and strengthening internal controls. The position requires high attention to detail, strong analytical skills, and collaboration with cross-functional teams to uphold the Trust’s financial integrity and performance.
Key Responsibilities:
Financial Reporting and Compliance
- Prepare monthly, quarterly, semi-annual, and annual financial statements in accordance with regulatory and organizational standards.
- Maintain accurate and up-to-date financial records for timely reporting.
- Ensure compliance with Financial Reporting Standards and TFRS-1.
- Coordinate with external auditors in alignment with International Public Sector Accounting Standards (IPSAS).
- Prepare and present annual financial reports to management and relevant stakeholders.
- Perform monthly account reconciliations to ensure data accuracy.
- Review and improve the chart of accounts to enhance reporting precision.
- Maintain and update the accounting manual and ensure all relevant teams are informed of changes.
Audit, Internal Control, and Tax Management
- Oversee all tax accounting and compliance matters.
- Manage both internal and external audit processes, from planning to completion.
- Develop and implement internal control systems to safeguard company assets.
- Verify that all transactions adhere to financial policies, procedures, and authorization limits.
Budgeting and Unit Management
- Support budget preparation, monitoring, and revision in line with strategic goals.
- Enforce budgetary controls and provide financial analysis for management decisions.
- Supervise and mentor finance unit staff while supporting daily departmental operations.
- Manage and reconcile all account ledgers to maintain financial accuracy.
- Oversee all finance and accounting functions and perform other duties as assigned.
Job Specifications:
Academic Qualifications
- Bachelor’s degree in Finance, Accounting, Economics, or a related field.
- Professional accounting certification (ACCA or CPA-T) is mandatory.
- Additional qualifications such as IPSAS certification or a Master’s degree in Finance or related field are an added advantage.
Relevant Experience:
- Minimum of five (5) years of progressive experience in finance and accounting roles.
- Proven expertise in financial analysis, forecasting, budgeting, and reporting.
- Experience with audits, risk management, and compliance functions.
- Prior experience in a senior or supervisory role is an added advantage.
