The Outreach Lead is a key member of the senior management team, responsible for managing, developing, and monitoring the delivery of high-quality SRHR services through mobile clinical Outreach Services.

The role works closely with Zonal Coordinators and the Health Services Department to coordinate all outreach activities, contributing to the achievement of MSI Tanzania’s strategy.

Supervises: Zonal Coordinators

Key Responsibilities

1. Outreach Management, Monitoring and Development

  • Develop and align Outreach operational models to maximize client access in remote areas.
  • Use performance dashboards and MIS data to track and improve team performance.
  • Benchmark with other MSI country programs for learning and best practice adoption.
  • Provide donor compliance guidance for family planning service delivery.
  • Ensure clear financial reporting and accountability of Outreach Teams.
  • Collaborate with technical staff to improve quality and access to FP services.
  • Manage CBM activities and ensure adherence to MSI Tanzania’s marketing and value-for-money principles.

2. Strategic Planning and Technical Leadership

  • Develop business plans, work plans, and budgets based on channel needs.
  • Supervise and support technical staff to ensure data-driven and effective field operations.
  • Coordinate with regional and national partners in Family Planning and SRHR.
  • Ensure alignment with MSI Global priorities and best practices.
  • Identify and resolve operational, quality, or compliance issues to improve service delivery.

3. External and Internal Representation

  • Represent MSI Tanzania in NGO, donor, and government forums on SRHR.
  • Identify partnership opportunities to expand Outreach services.
  • Work with the communications team to document and share best practices and success stories.
  • Build and maintain relationships with donors and key stakeholders in SRHR.

4. Logistics, Data, and Resource Management

  • Support proposal and grant development for Outreach funding.
  • Participate in research to generate data for improved programming.
  • Develop and manage Outreach budgets and ensure financial compliance.
  • Oversee procurement, inventory, and distribution of supplies to prevent shortages or losses.
  • Ensure accurate, valid, and reliable data collection and reporting.
  • Submit regular performance and progress reports to internal and external stakeholders.
  • Perform any other duties as assigned by the supervisor.

Minimum Qualifications:

  • Bachelor’s Degree in Health Science, Social Science, or International Development Management.
  • Master’s Degree in a relevant field is an added advantage.
  • At least 7 years’ experience in management, preferably in health, family planning, or community development.
  • Strong knowledge of clinical health, community outreach, and SRHR programs.
  • At least 5 years’ experience managing multi-level health or outreach teams.
  • Proven experience managing donor-funded projects (technical and financial).
  • Minimum 5 years’ leadership experience in a senior management position.
  • Minimum 3 years’ experience representing organizations in external forums.
  • Excellent command of written and spoken English with strong communication skills.
