Job Summary
Define, lead, and execute comprehensive strategic client plans for the Government of Tanzania (GoT), Ministries, Departments & Agencies (MDAs), State-Owned Enterprises (SOEs), and Development Partners. Ensure NBC becomes the primary banker and trusted advisor for government financing, budget execution, PPP structuring, and key infrastructure projects. Drive profitable growth and champion NBC’s leadership in public sector financing and transactional banking.

Key Accountabilities:

Sales and Service (55%)

  • Lead multi-year strategic engagement plans for the Ministry of Finance, Bank of Tanzania, SOEs, and key MDAs.
  • Originate large-ticket transactions including project finance, syndicated loans, debt capital market issuance, and trade finance.
  • Secure NBC’s share of donor inflows, government collections (GePG), and FX flows.
  • Build strong relationships with senior government officials (Permanent Secretaries, DGs, CEOs, Board Chairs) to position NBC as a thought leader.
  • Grow NBC’s market share in collections, payments, payroll, deposits, lending, and foreign exchange.
  • Coordinate cross-sell across Trade, Markets, DCM, Transaction Banking, and Custody.
  • Represent NBC at government forums, budget dialogues, PPP committees, and donor roundtables.
  • Deliver thought-leadership sessions for ministries on financing solutions and capital market trends.

Business Focus (20%)

  • Shape NBC’s public sector strategy in line with Vision 2050 and FYDP priorities.
  • Track portfolio revenue against budget, monitor pipeline conversion, and close revenue gaps.
  • Optimize pricing, FTP allocation, and product mix to improve RORWA.
  • Identify new revenue opportunities from SOE reforms, privatization programs, and infrastructure projects.
  • Maintain a live dashboard of policy updates, fiscal reports, and donor disbursements.
  • Share actionable insights with product teams to tailor solutions.

Risk Focus (15%)

  • Lead annual credit reviews, covenant tracking, and sanction fulfilment for all exposures.
  • Anticipate sovereign risk events, manage arrears, and lead recovery actions.
  • Ensure compliance with AML/CFT standards for government transactions.
  • Act as first line of defense for operational, reputational, and regulatory risks.

People Focus (15%)

  • Drive continuous learning and self-development through training, secondments, and coaching.
  • Mentor junior Relationship Managers and analysts on government sector banking.
  • Provide coaching to operational bankers, analysts, and peers.
  • Facilitate training sessions on public sector financing, PPP structuring, and FX flows.

Qualifications Required:

  • Bachelor’s degree in Business, Finance, Economics, or a related field (Master’s preferred).
  • At least 7 years of banking experience, with a minimum of 4 years in government or institutional banking.
  • Proven track record in business development, deposit mobilization, and stakeholder engagement.
  • Familiarity with government structures and payment systems is an added advantage.
