Introduction

The project on promoting social protection coverage and decent work in the Albertine and Rwenzori regions in Uganda (May 2025 – April 2027) is implemented by the International Labour Organization with funding from the Belgium Development Agency – ENABEL.

The initiative addresses structural challenges that hinder decent work opportunities and the fulfillment of workers’ rights in both the formal and informal sectors. It focuses on extending social protection coverage, promoting fundamental rights at work, advancing contributory social insurance, and strengthening social dialogue—particularly in agriculture, tourism, and hospitality sectors.

Reporting Lines

The Finance and Administrative Assistant will report directly to the National Project Coordinator. She/He will provide finance and administrative services to the project with high levels of discretion, integrity, and responsibility. The role involves specialized finance and administrative support, processing ERP transactions, financial clearances, and payment processing.

Description of Duties

  • Maintain project financial records and monitoring systems for daily transactions and reports.
  • Review, process, and prepare documentation (including contracts) for financial clearances and payments.
  • Prepare correspondence and follow up on queries with project staff, consultants, and counterparts.
  • Review and request additional information on financial reports of implementing partners to ensure compliance with ILO rules.
  • Classify and assign budget codes, verify claims, check vouchers, invoices, and prices.
  • Provide administrative and financial support to project staff and consultants regarding payments, entitlements, and claims.
  • Consult with the Finance Unit on procedures and keep project staff updated on new or revised practices.
  • Prepare recurring and special reports for donor reporting, budgets, and audits.
  • Compile cost estimates, participate in budget analysis and forecasts.
  • Provide support for project workshops and meetings.
  • Perform other duties as assigned.

Required Qualifications

Education:

  • Completion of secondary school education.
  • Formal training in accounting, finance, or administration is an asset.

Experience:

  • At least five years of progressively responsible work in financial and administrative roles.

Languages:

  • Excellent command of English and good working knowledge of another local language at the duty station.

Competencies:

  • Strong knowledge of financial and administrative rules, guidelines, and procedures.
  • Ability to prepare financial reports and maintain records accurately.
  • Good analytical and problem-solving skills.
  • High ethical standards, discretion, and ability to handle confidential matters.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Adobe Reader, and ERP systems (IRIS).
  • Strong communication skills (oral and written).
  • Organizational skills with ability to prioritize tasks.
  • Ability to work independently and as part of a team.
  • Tact, diplomacy, and ability to work in a multicultural and gender-sensitive environment.

Conditions of Employment

  • Appointment of an external candidate will normally be at the first step of the grade.
  • Entry-level salary for this position: 66,861,000 Uganda Shillings yearly.
  • Technical cooperation appointments are short-term and carry no expectation of renewal or conversion to other contract types.
