The Open institution of Tanzania (OUT) is a fully functional, autonomous, and authorized public institution that was founded by Act of Parliament Number 17 of 1992. The Act became operative on March 1, 1993, when Government Notice No. 55 was published in the Official Gazette. January 1994 saw the admission of the first class of students, and January 19 saw the ceremonial inauguration of the first chancellor in a lavish event. In January 2007, OUT started functioning under the OUT Charter and Rules (2007) following the passage of the Universities Act No. 7 of 2005.
Through an open and distance learning system that incorporates a variety of communication methods, including in-person instruction, broadcasting, telecasting, correspondence, seminars, e-learning, and blended learning—a combination of two or more modes of instruction—the Open University of Tanzania provides its certificate, diploma, degree, and postgraduate courses. The Tanzania Commission for Universities (TCU) oversees and centrally regulates the academic programs offered by OUT.
OUT uses a network of about thirty Regional Centers to run its operations. Among the ten Coordinating Centers are two in Kenya (Egerton and Njoro), one in Namibia, one in Rwanda (Kibungo), and one in Uganda. The Center for Economics and Community Economic Development (CECED), the African Council for Distance Education – Technical Collaboration Committee (ACDE TCC), and the SADC Center of Specialization in Teacher Education (SADC ODL CoS TE) are additional OUT Internal Coordination Centers. Tanzania is home to an additional 69 OUT Study Centers.
